In 1982, Andre Duggins founded AV Consultants, Inc. (“AVC”), developing it into a leading commercial insurance consulting, risk management and brokerage firm.

Mr. Duggin also founded Comprehensive Benefits Services Company, Inc. (CBSC) which was acquired by EBP, Inc. in 1986.

In 1992, Duggin formed Consolidated Risk Services, Inc. (“CRS”) and developed it into a leader in the area of alternative risk program management for workers compensation and other casualty line programs.
In 1998, he formed AV International, Inc. (“AVI”) as a holding company for AVC and CRS and as a vehicle to manage and direct the future expansion of his insurance services enterprise. Mr. Duggin founded AVI West Coast, Inc. in 2000 to facilitate the expansion of AVI into California and other West Coast states. Mr. Duggin is the majority stockholder and Chairman of the Board of AVI, LLC.

Duggin serves as Director of AmeriChoice Corporation, the parent company of HMOs located in Pennsylvania, New York and New Jersey, specializing in managed care programs for Medicaid and Medicare. Mr. Duggin has provided consulting support to AmeriChoice and has served on its board of directors since its inception in 1989.
